The administration manager sees this work when cases pass between employees. One person received the file, another asked for the number, and a third received the answer. Before continuing, someone has to reconstruct the conversation. A list of received documents offers little help when the team cannot tell what an attachment concerns or who has already asked for clarification.

A file arrives without a case number
Suppose a clinic receives payment confirmation in response to a query about settling a visit bill. For this process, the clinic asks senders to include a case number with the confirmation. The sender omits it, and the employee has several open cases the message could concern. A surname alone does not identify the right one.
The agent can flag the missing number in the available message and draft a short request for it. The employee checks whether the number is actually absent from the received material and sends the question. Once the sender replies, the employee establishes where the attachment belongs. The answer stays with the earlier conversation so a colleague taking over can see the basis for that assignment.
The person responsible for the process supplies the list of required information. Another type of case may have a different list. The agent identifies gaps against those requirements; it does not invent a catalog of mandatory documents. When a requested attachment is missing, the employee gets a question about that specific item instead of a general request to complete the paperwork.
What does “in the system” tell staff?
When choosing a solution, look at what the existing system records after receiving a file. Can an employee open the document from there? Can they see its case assignment? The answers help establish whether the difficulty is finding material or obtaining information needed to handle it.
HL7 FHIR R5 describes DocumentReference as a way to index documents, with separate reference and document statuses. That technical record does not replace establishing which administrative case a received file belongs to. The facility defines the case requirements.
If the current form can require a case number and the specified attachment, start with its configuration. For consistent submissions, ordinary rules can identify an empty field. A model is more useful when staff read free-form messages, find replies in separate threads, and need to tailor a question to what the sender has already supplied. That is the part of the work that warrants discussing connected sources and an agent.
Help colleagues continue an existing conversation
Keep the request and answer with the case even when different employees receive them. A colleague can then continue the conversation. Any unclear message assignment remains for the team to resolve.
